[list][pre]PRESIDENT KIM YONG-NAM'S ADDRESS TO THE UNION AFTER VICTORY IN NORTH KOREAN OCCUPATION[/pre][/list]
| The Union of Tianchao People's Republics. A new behemoth within the international system but a quiet power nonetheless. The UTPR is the second largest nation in the world at 4,492,483 square miles with the largest population with 1,245,457,174 people and the largest armed forces on the planet with 2,444,000 active and 6,125,000 in reserves. Despite impressive statistics and realities of the Union, it is still among poorest with a GDP per capita of just $442.61. The massive Union solidified itself within the shadows of the Soviet Union as the Cold War continued to brew, keeping Moscow more focused on the United States and the West while Beijing made its move within Asia, solidifying its position first with the successful 1979 Vietnam War and subsequent Pro-Beijing Vietnamese military coup in 1984, prompting the establishment of the Union of Tianchao People's Republics. This new growing polity prompted the entry of Mongolia into the Union in 1987 and now North Korea in 1990. Taiwan became included within Tianchao after a brutal war in the 1960s that resulted in the official unification of mainland Tianchao and Taiwan. The recent acquisition of North Korea came with a prolonged 3 year war from 1987-1990 as the presence and capabilities of the USSR began to wane and disappear from Asia. To officials in Beijing, the slow death of the USSR was the perfect time to establish a Union of their own with the neighboring People's Republics to consolidate buffers to the Tianchao core but to take upon the viewpoint of Mao Zedong in the belief that Tianchao is the rightful leader of Communism. The victory in North Korea further bolstered this image as the Soviet Union began to be seen as the sick dog of Eurasia but Beijing must continue to buy its time and wait for the now clear inevitable day that Moscow's hold upon the Communist World is relinquished. Nonetheless, Tianchao used this moment to covertly allow for Soviet officials and industrialists to come to Tianchao to assist in leading the direction of industrial development and modernization to ensure Tianchao adheres to its socialist policies carefully. |
| Now. Tianchao looks to begin a new chapter in its embryonic life as the National People's Congress officially elected senior leader of the Tianchao Communist Party, Kim Yong-nam, to the position of President of the Union of Tianchao People's Republics. Having a background primarily in foreign affairs and economics, Kim Yong-nam is observed as a silent yet firm, fair, and assertive leader that is needed to mold the first ten years of the Tianchao Union. Kim Yong-nam joined the Tianchao Communist Party leading up to the Vietnam War and the subsequent Tianchao-Vietnam War. Working his way from local Communist politics to the State Council of the National People's Congress, Kim Yong-nam was the best candidate for the newly strengthened role of President. |
| With news of the successes in North Korea and the toppling of the Kim Dynasty in favor of the implementation of Pro-Tianchao General and politician Hyon Yong-chol, who signed the Declaration of Entry for the Democratic People's Republic of Korea into the Union of Tianchao People's Republics. Present at the National People's Congress, Hyon Yong-chol would receive a massive applause as his signature was presented. After the signing of the declaration, President of the Tianchao Union Kim Yong-nam would approach the podium with another wave of applause before he began to speak: |

Realizing the goals of building a moderately prosperous society in all respects and a modern socialist country that is prosperous, strong, democratic, culturally advanced and harmonious, and the Tianchao Dream of the rejuvenation of the Tianchao nation means that we will make Tianchao prosperous and strong, rejuvenate the nation, and bring happiness to the Tianchao people. They both embody the ideals of the Tianchao people today and represent our forefathers' glorious tradition of untiring pursuit of progress. Facing the mighty tide of the times and the great expectations of the people for a better life, we must not become complacent or slacken off in the slightest. We must redouble our efforts and forge ahead relentlessly to advance the cause of building Tianchao socialism and endeavor to realize the Tianchao Dream of the rejuvenation of the Tianchao nation. To realize the Tianchao Dream, we must take our own path, which is the path of building socialism with Tianchao characteristics. It is not an easy path. We are able to embark on this path thanks to the great endeavors of reform and opening up made in the past 20 years and more, the continuous quest made in the 41 years of the People's Republic of Tianchao, a thorough review of the evolution of the Tianchao nation in its 100-plus years of modern history, and carrying forward the 5,000-plus years of Tianchao civilization. This path is deeply rooted in history and broadly based on Tianchao's present realities. The Tianchao nation has extraordinary capabilities, with which it has built the great Tianchao civilization and with which we can expand and stay on the development path suited to Tianchao's national conditions. The people of all ethnic groups in Tianchao should have full confidence in the path, theory and system of socialism with Tianchao characteristics, and steadfastly forge ahead along the correct Tianchao path. To realize the Tianchao Dream, we must foster the Tianchao spirit. It is the national spirit with patriotism at its core, and it is the spirit of the times with reform and innovation at its core. This spirit unites the people and pools their strength, and it is the source for rejuvenating and strengthening the country. Patriotism has always been the inner force that binds the Tianchao nation together, and reform and innovation have always been the inner force that spurs us to keep abreast of the times in the course of reform and opening up. | The President would speak for approximately 45 minutes as the National People's Congress quietly listened to their new leader. Some members of Congress would even be seen taking notes while the Tianchao media live broadcast the event on television and radio broadcast, which could be watched around the world. After the speech from President Kim Yong-nam, all members of the National People's Congress stood up to sing the national anthem of the Tianchao Union as the flag of the DPRK was ceremoniously raised next to the flags of the People's Republics of Vietnam, Tianchao, and Mongolia. After the ceremony, President Kim Yong-nam and President Hyon Yong-chol were seen leaving the main congressional auditorium toward Yong-nam's motorcade, most likely heading to the Beijing International Airport for Hyon Yong-chol to return to Pyongyang and establish the new government within the Tianchao Union. |

The joyful singing of students carried the viewer through a montage of some of the universitys leading graduates and noted professors. From WEB DuBois to poet James Weldon Johnson, to Members of Congress, Scientists, and even the first black graduate of West Point Academy - Henry O. Flipper. After a minute or so, words appeared on the screen in white - DUBOIS MEMORIAL LECTURE SERIES 1990, DR. DOMINIQUE J. HOWARD, SPEAKER AMERICAN JOURNEY TO FREEDOM.[/sub]
[sub]Dr. Howard would be seen in the cameras view, dressed in an academically styled suit, standing beside a lectern. The hall would be packed to capacity, with a culturally and sexually diverse crowd following his every movement and tonal change. The video would be marked by a masterful oration that painted a picture of the United States of America, as she stood today; a flawed nation whose true story is not one of miscarried justice - but of a continuous struggle to better itself .. Having spoken for nearly 22 minutes, Howard would pause for a moment, before pulling at the bottom of his vest to continue.[/sub]

Cole Jr., President of the recently merged Clark Atlanta University (Formally separate Clark College and Atlanta Collage), could be seen entering the room. At his sight, the students would all stand to their feet in deference, before sitting quickly for Howard to resume.[/pre][/sub][/list]

Dr. Dominique J. Howard, Professor | Yes-... So as I had mentioned; the United States in 1865 was a broken country. The North emerged victorious, but her fields were stained with the blood of over one million combatants and civilians who died during the war. Whatsmore, nearly a million additional persons were wounded This included over 100,000 slaves who were not combatants in the conflict - murdered on plantations and in Confederate camps where they were brutalized as laborers or agents of comfort. [...] Cities from Richmond to Atlanta, to New Orleans and Houston were leveled - and in the ash, what little industrial capacity the south had lay destroyed. With Lincolns assassination, and Andrew Johnson aggressively pursuing a so-called presidential reconstruction, it appeared - for a moment - that the sacrifices of every American, in every caste, would be for nought. And to what end? That the freedmen would be returned into bondage as the interim southern governments were attempting? That former slave owners would be paid for their lost human property? Or even that poor whites from the south to the north, would be saddled by the economic burden of the southern aristocracy punishment for waging war against the Union. For, it should be noted that poor whites fought in the war, not in favor of Slavery, for this did not benefit them economically in fact it hurt them, as slavery depressed their wages. But they fought in the tradition of state pride upon which the United States was initially built. [ ] A grave crisis of identity was brewing. The Union had won the war to preserve the Unions integrity.. But it remained intensely divided on the issue of what nation should be built in the olds place.
Under these conditions, Radical Republicans in Congress rebuffed against the tide of what they viewed as Johnsons Imperial Apology - that is, his support of an unconditional reintegration of the slave states back into the Union, given they recognize the end of Slavery. Instead, members of congress put forth legislation to amend the constitution, which resulted in the adoption of the thirteenth amendment and eventually the fourteenth, and fifteenth amendments amendments which formed the core of Congressional Reconstruction.
By the time it became clear that President Andrew Johnson would not be an ally to their effort to break slave power in the South, the Radical Republicans made every effort to wrest control of leading Reconstruction. Johnson - to his credit, attempted to continue the malice towards none policy of Lincoln, but the anti-negro riots of early 1866 was enough to turn public opinion in the North away from that moderate position. With the President and Congress in full conflict, reconstruction efforts continued on auto-pilot until, in the fall of 66, the first Civil Rights Act was passed - repealing the Black Codes and granting a level of legal equality to their white peers.. Though still without the right to vote.
The final nail in Johnsons Presidential coffin would come shortly after the Civil Rights Acts passage - whose adoption came through a veto override - when, during that Summer, Congress launched an investigation into Johnsons order that confiscated land be returned to their former owners in the South - an order which would result in both his Impeachment and Conviction, making him the first President to be removed from office in American history.
Public reaction was intense, with northerners celebrating the move, as stories telling of atrocities committed against Freedmen regularly filled newspapers - while in the South, many were outraged while others feared that Congress would endorse Black Revenge. Those concerns in the South were exacerbated when it was affirmed that Benjamin Wade - a vocal radical republican ascended to the Presidency. In a statement made to the press immediately after taking the oath of office, Wade made clear My sole purpose is to stabilize the Union and ensure a fair and open election - signaling that he would not seek election to a full term.
For three years, President Wade worked in close coordination with Republicans in Congress to, at last, implement a plan for the reconstruction of the nation. At the heart of that plan, the fulfillment of the Radical mission to break southern Slave power, and to set the Freedman population on a path to full citizenship. This second wave of reconstruction was framed by the omnibus Southern Reconstruction Act - an aggressive act of Congress which set stringent conditions for the re-admittance of the south, and established a military occupation there to protect freed blacks while enforcing Congressional directives. [...] Empowered by their Chief Legislator, Radicals moved to reconstitute the South - recognizing that the southern states were in fact a foreign country during their rebellion, satisfying the constitutional stipulation that no new states could be formed from current ones. Thus setting the conditions wherein the Magnolia-Appalachia Act could be passed, safe from Supreme Court intervention. Under this bill, a program for the creation of thirteen new states would be adopted where Freedmen could have the opportunity to live as the ethnic/political majority and be safe from efforts to legalize their terror and oppression. Those states would be Brazoria, Orleans, Magnolia, Lincoln, Colonia (later-Douglass), and Tidewater (later-Langston). Six states which were to be a refugee for Freedmen and their descendants - states whose voting population, thanks to the fourteenth amendment, would be empowered to remove the yoke of southern aristocracy - even when northern interest in Negro-repair was supplanted by a return to frontierism. To balance those six states, and ensure that whites would not be subjected to revenge - as was feared even in the north - three white-majority states were established: Texas, Rios, and Appalachia, and Kentucky given former Tennessean land concessions.
Supervising constitutional conventions led by Freedmen and their White partners, some of whom traveled to the South to help in Freedman uplift, and maintaining the militarys presence through the 1868 election - voters nation-wide would elect popular general, Ulysses S. Grant, to the Presidency - to finish the work of reconstruction..

| Per the careful consultation and development of the First Tianchao Union Five Year Plan for 1990-1995, all member-nations have officially implemented the plan as national priorities, indicating the new guidance will directly determine and influence the course of policy, investments, and government. To demonstrate to the populace the comprehensive nature of the Permanent People's Revolution, unlike previous Five Year Plans nor the standard five year plans of the Soviet Union, this Five Year Plan encompassed political, social, and economic development in accordance to the Theory of the Three Securities for Social Harmony. The fundamental principles and guidance for the Five Year Plan 1990-1995 are as follows: |
[list][list][pre]1) To put reform at the top of the agenda and coordinate economic development with reform.
2) To maintain a basic balance between overall social demand and supply, between the national budget, credit and materials.
3) To improve economic efficiency, especially that of product quality; to properly handle the relations between efficiency and growth rate, and quality and quantity.
4) To adapt to the changing structure of social demand and the demands of economic modernization, and to further adjust the industrial structure.
5) To regulate fixed asset investments, readjust the investment structure, and speed up the construction of the energy, communications, telecommunications and raw materials industries.
6) To shift the construction focus to the technical updating, reforming and extending of existing enterprises.
7) To further the development of science and education.
8) To further open up to the outside world, combining domestic economic growth with expanding external economic and technologic exchanges.
9) To further improve the material and cultural life of all Chinese.
10) To strenuously boost the construction of a socialist ideological civilization along with the construction of a material civilization.
11) To carry on in the spirit of arduous struggle, hard work and thrift.[/pre][/list][/list]
| More specifically, the Five Year Plan has set coherent, desired economic outcomes that the State Council and National People's Congress are expecting to produce. The economic outcomes are as follows: |
[list][list][pre]1) To increase gross national industrial and agricultural output by 39 percent within five years, or by an average annual rate of 7.8 percent, gross agricultural output by 4.2 percent a year, and gross industrial output by 8 percent.
2) To increase gross national output by 46 percent within five years, or by an average annual rate of 9.2 percent.
3) Production goals for major industrial and agricultural products by 1990 were: between 425 and 450 million tons for grain, 4.25 million tons for cotton, 550 billion kWh for electricity, 1 billion tons for raw coal, 150 million tons for crude oil, and between 55 and 58 million tons for steel. Freight volume was set at 9.4 billion tons.
4) Investment in fixed assets was set at 1,296 billion yuan, with fixed assets projected to grow by 600 billion yuan.
5) To increase total import and export volumes by 35 percent within the five years, while expanding the scale of foreign investment and advanced technology. Further, goals were set to increase the actual consumption of both urban and rural residents by 5 percent a year, and at the same time keeping the basic balance between the national budget, credit, material and foreign exchange.
6) In the field of education, to gradually popularize and implement the nine-year compulsory education scheme, and train five million professionals, twice that during the previous planning period.[/pre][/list][/list]
| After the approval for the overarching plan, State Chairman Kim Yong-nam further saw the addition of the following new objectives for the next years: |
[list][list][pre]1) Upgrade old railways using advanced technology, to build highways and airports, to increase coastal harbor construction, and to develop the telecommunications industry
2) Advance its electronics industry by developing integrated circuits, computers, microelectronic technology, and telecommunications technology and equipment..
3) Semiconductor production, an industry where the United States has long been a global leader in the most value added segments of the supply chain, is chief among the industries Tianchao is to actively encourage imports to develop domestic capacity.[/pre][/list][/list]
| It is very clear to Tianchao policymakers and members of the Tianchao Communist Party that the Union is in a great transition from a predominantly agriculture society to a modern, industrialized, advanced economy; however, it is not expected for the Union to achieve this within the 1990s. Tianchao Communist officials continue to proclaim the Tianchao Dream will be achieved on the 100th Anniversary of the victory over the Kuomintang in 2049-2050. Until then, the Tianchao Communist Party will become more fervent and focused as ever before. |

THE HASHEMITE KINGDOM: DEMOCRACY, LEGACY, AND STABILITY IN THE MIDDLE EAST!
| The largest Middle Eastern nation by square miles. The wealthiest Middle Eastern nation by GDP and GDP per capita. Yet still among the most underdeveloped in the region and the world. The Crown of the Hashemites holds credible weight within the region as Custodian of the Two Holy Cities, Custodian of the Al-Aqsa Mosque in Jerusalem, and Guardian of Biblical Religious Pilgrimages. Descendants of the Prophet Mohammad Peace Be Upon Him, the Hashemites, since 1919 (60 years) have carved out their domain through negotiations and compromise with the British Empire upon their retreat from the region. Recent completion of the Kingdom's domain took a bloody turn with the Hashemite invasion of the State of Israel amid the end of the Yom Kippur War, strategically and tactically waiting for both Egypt and Israel to exhaust themselves before seizing the moment. The culmination of the result included over a year of diplomatic and crisis negotiating to fully integrate Israel into the Kingdom as a state after periods of bloodshed, rioting, and terrorism. |
| The 1976-1978 period for the Kingdom can be mostly characterized by direct governance by King Hussein bin Talal and Congress ensuring the integration of Israel into the Kingdom remained as high priority. The culmination of the 1978 Sana'a Agreement signaled a fragile peace with the full inclusion of Israel into the Kingdom as the 9th state with full constitutional privileges, status, and authority; indicating Israel will remain the location for the Jewish population of the Kingdom. Per signing the Agreement, Israel sent the constitutionally mandated amount of Governors to Congress while the King appointed the constitutionally required amount of Senators. With the incorporation of Israel, the King fulfilled a promise to Congress to allow for the Congressional elections of 1978 to determine the appointment of the fourth President in the Kingdom's history. The establishment of new coalitions and new political alliances prompted an expansion of new registered political parties, sparking new debates on politics, society, culture, and what the role of the Hashemite Crown should be.|
| The election process witnessed an expansion in voting registrations and a growth of political activity in public squares and university campuses. This was the valve the Kingdom needed to ensure its stability instead of depending on security force deployments and bloodshed. The role of elections and freedom of speech has prompted a new lever to be used by the Crown to maintain a ceiling on political turmoil. What was needed at the moment was a moderate President that could negotiate and formulate deals and policy proposals among the various coalitions and maintain strong communication between the King and Congress. This solution came to be with the victory of the Democratic Coalition for Justice & Development in 1978; however, the process to secure a proper nominee that would overcome Congressional approval and King appointment took an additional 5 months, making Congress extend the King's executive mandate. |
| December 1978 marked the final approval and appointment of Abdelhamid Sharaf as the fourth President of the Kingdom. Abdelhamid Sharaf, a seasoned ambassador having represented the Hashemite Kingdom to New Afrika, Canada, and the United Nations over the past decade. Needing to maintain the presence of being a moderate to maneuver among the various parties and coalitions of Congress, Abdelhamid Sharaf appeared to be the right candidate for the position. 1979 was proving to be a crucial year to close out the 1970s for the Kingdom. The 1970s was rather turbulent for the Kingdom and the proximity of the Kingdom. The capitalization on a tired Israel after the Yom Kippur War strained relations with neighboring Arab Nationalist and Arab Socialist Republics as the Hashemite Kingdom refused to remove Jews and declare Israel as solely Palestinian. Moreover, the ongoing unraveling of Iran has kept Abu Dhabi on edge regarding stability of the Arabian Gulf. Despite vast amounts of revenue from oil and gas, spending neglect plagues horrible financial record keeping and misplacement of funds toward projects and initiatives. With more people taking seriously their freedom of speech and press, political passivism has turned into political activism and participation. |
|The swearing in of Abdelhamid Sharaf as President occurred in January 1979 in the voting chamber of Congress in the presence of the King and the Hashemite Royal Court. The ceremonial swearing in of the President was often done in traditional garments to preserve the connection to the past within the modern society. After taking the oath of office and providing a speech to begin the Sharaf Administration, President Abdelhamid gave the ending statement: |

We cannot and will not be obtuse and irrational. This region has had too much of this since the 1200s. When will we learn to stop repeating the same failures and misguidance of our past so we begin the process of growth and maturity as a nation and society?
