The men look at it suspiciously but resume their patrol pattern asking the royal guards to keep an eye on the creature in case it does anything

Is Lastus the name of a person or a nation?"

The ambassador stares at Mr Perris questioningly curious to understand more about his unique nation.

Majice nods his head toward the ambassador.

"The name is rather unique isn't it? You see Lastus in our old tongue means "the fall" McKinnon was the King of a nation who once controlled our country. The name is in memorial to the fact that we were able to rise above the rule of corrupt monarchy, and establish our own nation. Obviously this is simplistic telling of the tale, but it's a rather good story isn't it?"

Majice smiles to himself as he takes another drink, and waits to hear more of the ambassador's questions.

She opens the door, only to see the Secretary asleep at his desk, holding a half-finished cup of coffee. She looks at the clock on the wall and sighs. "4 am. Didn't know it was so late myself. She shakes Secretary Harold awake. "Secretary, we have an update on Lastus McKinnon."

The Secretary slowly opens his eyes and looks up. "Oh, okay."

He sticks out his hand. "Give me the letter."

Linda is worries about him, but she nods and gives him the letter. "Yes, sir."

The Secretary reads the letter and speaks. "Alright, guess we have the go ahead to send the assembled delegation to Lastus McKinnon."

Linda nods. "Shall we send a response back as well? To let then know the delegation is comming?"

The Secretary nods. "Yeah. Get the new Ambassador to do it. No need to review the response."

"Right away, sir."

Linda leaves and arranges for the delegation to be sent to Lastus McKinnon.

The next day, newly appointed Ambassador Garland pulls to Paralogica City Military Port in a motorcade. He approaches the PFS Inasaka and greets the marine standing guard. "I'm Ambassador Garland. Shall we set sail for Lastus McKinnon?" The marine nods and escorts the Ambassador into the destroyer. They begin setting sail to Lastus McKinnon, the Ambassador's message having already reached the fledgling nation:

"Dear Duke Perris,

We have received your response and have sent a delegation to your nation on one of our battleships: the PFS Inasaka. You can expect them within a few days depending on when you get this letter back. We look forward to establishing friendly relations with your country.

Sincerely,

Ambassador Garland from the Federation of Paralogica"

The PFS Inasaka sails for a few days before arriving to the location stated on the map. They attempt radio communication on local frequencies. "Hello, this is Admiral Warren of the PFS Inasaka requesting permission to dock. We come bearing a delegation from the Federation of Paralogica. We mean no harm."

They then stay put, waiting for a response.

Alice looks at the note curiously, unwilling to call Majice away from his meeting she decides to meet the vessel at the nearest port city.

She calls upon the house Avion carriage, and makes her way toward the town of Sicrun on the souther tip of the country. After a few days journey she arrives to see a grand ship made of metal, and notices feeling a buzzing in the air. She stops the carriage at the beginning of the dock, and is surprised to see the ship was able to fit into the port. Having made her way to the vessel she calls out to it.

"Hello? This is Alice Maker of Lastus McKinnon! I work in Foreign Relations! Is this the Paralogica delegation? Can you hear me in that odd metal ship of yours!?"

She waits on the dock for a response from the looming vessel before her.

Petty Officer Randal is cleaning the decks of the Inasaka when he notices a girl standing next to the ship, seeming to be calling out to it. "That's odd."

He quickly runs inside the ship and notifies Admiral Warren. The Admiral goes outside to investigate and orders the ship to dock completely. He then gathers Ambassador Garland and a few marines, along with Petty Officer Randal, to meet the girl.

The Ambassador leads, approaching the girl and speaking. "Hello, I'm Ambassador Garland from Paralogica. Am I to assume that you're from the Lastus McKinnon government?"

She waves to the rest of Garland's entourage as well.

"I believe you're here to discussion relations with our country? Would you like to proceed with them here? It's a few days journey to the capital, but Sicrun has a wonderful tavern we could adjourn in!"

She smiles and points toward the carriage waiting at the end of the dock, before stoping and waiting for Garland's response.

Ambassador Garland nods. "I believe it would be best to adjourn in a more comfortable location than a dock. So, we can head to the tavern you mentioned."

Ambassador Garland turns to Admiral Warren. "I believe that you should stay with the ship. Though, I will be taking Petty Officer Randal here."

Admiral Warren nods. "Alright then Ambassador."

The Admiral then turns to the Petty Officer. "Mister Randal, make sure to look after the Ambassador. And remember, even though it's not your job, you're still representing our country. So, be cordial."

Petty Officer Randal nods. "Yes, sir, Admiral!"

The Admiral then returns to the ship with the rest of the Paralogican troops.

Ambassador Garland turns back to Alice. "Lead the way."

She looks at them, curious about their thoughts, but decides to continue. Pointing toward a tavern growing ever nearer. The carriage stops and she leads them into the largest room the tavern offers.

"Would you gentlemen like some tea to drink?"

Petty Officer Randal nods as well. "Same here."

The Petty Officer feels slightly out of place, given that while he was up for promotion to Chief, he had absolutely zero experience in any situation regarding politics, much less international politics. However, he kept his military bearing and acted with healthy confidence.

The Ambassador, sensing a silence, strikes up a conversation. "We in Paralogica were aware of the existence of some strange creatures, like dragons and such, but I must say that we never knew of the existence of magic. Granted, we are still new on the world stage, but it is certainly fascinating."

The Vice President nods. "Okay then, you may wander the Chamber for the next few minutes. Once the High Chamber Members begin walking in, however, you should take your place at the bully pulpit and wait for me to begin the session. Oh, and if you have any questions regarding anything you see in here, feel free to ask. I'll answer to the best of my ability."

Ambassador Gonzalez smiles. "It's nice to meet you as well, Ras. As you are my nation's neighbor, I hope to establish friendly relations with you."

He motions to Admiral Warren and the marines. "Oh, I've come bearing a few military personnel from Paralogica. I hope you don't mind."

He starts walking to his office with the delegate next to him and the personnel behind, while walking the soldiers that they pass salute and say "good evening Dekrut sir!" And get back to their patrol of the parliament.

The Emperor steps out the way as the Ambassador inspects the crystal immediately recoiling the crystal having caused him immense pain just because of his close proximity. "No my friend I can assure you we have not neglected our infrastructure and technology your government need not concern itself with that. Now a word of advice do not touch something made of materials unknown to you it may be harmful though I would not worry your pain will fade shortly. Gaze at the abyss and you will find it will gaze back." He then moves forward readjusting the crystal returning it to it's original position inline with the sky window.

"Alright." the ambassador walks around looking at the ornamentation in the room and mentally comparing it to the images he has seen of the Drakonarian People's Congress and Central Committee rooms.

Eventually the members start to file in and he makes his way to the pulpit waiting for the Vice President to begin the session.

The ambassador moves away from the crystal surprised that it hurt him without him ever even touching it. "Well then" he says anxious to move the topic of conversation away from that "this deal will be acceptable" he begins to type of a datapad before handing it to the Emperor

The Democratic Republic of Drakonaris and The Great Holy Empire of Hokaidoi desirous to promote peace and mutual prosperity between their peoples hereby affirm this agreement

I. Both parties shall undertake to nominate a permanent ambassador who shall be their duly appointed representative vested with the full powers of their government to negotiate further agreements in the future.

a. Ambassadors shall be vested with diplomatic immunity for all crimes committed while in the host country but the host country shall retain the power to ask for their removal should their behavior be a hindrance to the continuance of good relations between our two peoples.

II. Both parties shall allow for the construction of an embassy to serve as the residence for the ambassador and their staff.

a. The cost of constructing this embassy shall be borne by the power who will use it but its security shall be the responsibility of the host country.

b. The visiting country shall be allowed a small force of guards to protect their embassy but they shall remain on embassy property at all times when they are on duty unless given express permission to leave it.

III. The Democratic Republic of Drakonaris shall arrange for the sale at fair market value and transfer of medicines and pharmaceutical supplies to the Holy Empire of Hokaidoi to be sold by licenced government or corporate medical providers.

IV. The Holy Empire of Hokaidoi shall arrange for the sale at fair market value and transfer of rice and other such foodstuffs as may be deemed necessary by Drakonaris.

V. Both parties obligate themselves to desist from any act of violence, any aggressive action, and any attack on each other, either individually or jointly with other Powers.

VI. Should one of the Parties become the object of belligerent action by a third Power, the other Party shall in no manner lend its support to this third Power.

VII. Should disputes or conflicts arise between the Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

VIII. The present Treaty is concluded for a period of ten years, with the proviso that, in so far as one of the Parties does not advance it one year prior to the expiration of this period, the validity of this Treaty shall automatically be extended for another five years.

The ambassador hands the pad to the Emperor so he can read the agreement

Vice President Ishida walks up to the highest seat in the stands and sits down. After five minutes, every seat in the Chamber is full. She hasn't expected that everyone would be able to make it. Then again, this was regarding an agreement with a foreign nation.

The Vice President clears her throat before turning on her microphone and speaking. "With the proper amount of members present and as the President of this Chamber, I do declare that on the Seventh of Dulkovarien, 4322, this High Chamber meeting shall enter session. The subject of this session: The proposed agreement between our Federation of Paralogica and the Democratic Republic of Drakonaris."

She takes a quick glance around the Chamber. There are maybe one or two Members who seem slightly disgruntled at what she said, but as far as she can tell, everyone else just wants to get this session over with. She then directs her attention to Ambassador Orsino. "First up to speak: Ambassador Orsino from the Democratic Republic of Drakonaris. Ambassador, the floor is yours."

"Thank you Madam Vice President and thank all of you for being here. This agreement is the result of meetings between myself and President Ferris where we discussed what your nation needs to thrive and prosper and how we can give you that while still making this agreement beneficial for us in turn. This agreement has a few major goals I will lay out for you today. The first of which is that it provides for the establishment of diplomatic relations exchange of permanent ambassadors and the construction of embassies all necessities for future partnership. The next few clauses deal with exchange the transfer of ore to us in exchange for reduced prices on some of our goods, your sale of rail cars to us, and your opening of ports and reduction of prices in those ports. This section is only missing one thing which I am told will be part of your debate today, loans. We are willing to loan you money for infrastructure and nation improvement but we need to know how much you need and when it can be fully repaid to generate the interest rate that we will give you. The last clauses focus on preventing conflict in the future spelling out the necessity of peaceful resolution of conflicts and that neither nation will act aggressively towards the other. In my view and the view of your president this agreement is balanced and will set the stage for future prosperity to come the only things we need from you are to consider the loan clause and hopefully vote to approve"

The ambassador stops talking takes a drink from his glass of water on the pulpit with him and awaits the start of questions from the members or to sit down if no questions are forthcoming.

A digital Response arrives back to the premier, saying that GMR would like to take apart of the meeting and to discuss what's going on and how to solve them.

Alice smiles as she magiks some water into a boil and adds teabags into the cups. She hands the two men each a cup.

"Magik is rather nice, makes day to day activities just that much easier. Now," She pauses as she takes a seat, "What would you like to discuss?"

She takes a sip from her cup, calmly waiting for a response.

The Emperor takes the pad and scans through the content of it's screen before nodding and handing it back to the ambassador, he then pulls open the drawer revealing paper and a pen he then proceeds to write the treaty down placing it on the desk and then turns to face the ambassador.

The ambassador bids a brisk farewell to the emperor as they get on their dragons and leave. They will return once the embassy is built but as they can see their current presence is not wanted they depart.

The king is reading a book, for it is a calm day in Kattenstaad. He has not had to deal with anything or anyone today. The Prime Minister knocks on his door thrice before entering.

In the palace of the people preparations are being made for the arrival of the foreign heads of state and behind closed doors fierce arguments over Drakonaris's position continue to occur shrouded by innuendo and the all encompassing face of party unity. Now with the preparations drawing to a close and the last phone calls exchanged between the central committee members the Premier sends out the riders anxious to have the leaders arriving so no unexpected developments can sabotage the meeting.

Dragon riders land in the capitals of Savonir, Bviskan, Briven, GMR, the Dalek Empire, and Ciphage ready to deliver their leaders to the meeting while riders are already flying President Mikhail Doga of Anercia having left in the morning.

As the sun peaks over the mountains in Alinor, Liljegren's aircraft reveals itself as it approaches the runway. The rays glistening off its compact and sleek fuselage painted a cool white with a wavy blue underbelly and a tail adorned with the signature wreathed crowns. Its elegant upward-curving delta wings carry large low-bypass turbofan engines with inlet cones, hinting at its capabilities. As the aircraft touches down gently and taxis to the parking area, it catches the attention of many passers-by. Liljegren patiently waits for the Drakonian officials.

The Bviskan and Savonir planes land nearby at a private government airfield their dragon rider escorts landing nearby. As they disembark their planes a motorcade drives up and men in dark red and black suits get out. One man a gold dragon pin on his collar comes up and shakes the hands of the two visiting leaders "I am Hasmodeus Sharn People's Commissar for Foreign Affairs its a pleasure to meet the both of you. If you will just follow me the motorcade will bring you to the palace."

The dragon riders fly up tailing the cars from the air as the motorcade bearing the commissar and the two heads of state take the winding road up the mountains slopes until they arrive at the rim of the caldera. From the edge the passengers can see the whole upper city arrayed before them buildings of steel and glass intermixed with those seemingly constructed from living plant matter with grass growing on the walls themselves and entire gardens on the roofs. Most distinctive however is the hanging gardens pyramid and the palace of the people despite being at the center of the city and the lowest point in the caldera the pyramid gardens and the palace still manage to come above everything else the topmost spire with a golden dragon coiling around it that holds the flag of Drakonaris almost obscured by clouds that hang low over the city.

"Interesting" the reporter says "well there you have it viewers the Anercian delegation on todays conference we will keep you updated with more news soon" the reporter starts to move away and from behind the dragon riders another reporter moves in slipping past the police line and jumping over the tail of a slightly annoyed blue dragon before rushing towards the Premier mic in hand. "President Doga" she says slightly out of breath but not in the least bit deterred by the low growling from behind her "rumor has it you are traveling with Premier Poole to Anercia after the conference. The Premier believes peaceful resolution is possible with the Rose Coalition despite attacks on your nation that you have referred to as terrorism and war against the revolution. Do you believe the Premier is naïve to call for peace and how will you stop Scarlettans in Drakonaris from assisting their allies in Anercia in acts of terror against your people if the Premier does not see reason?"

a commotion breaks out behind her as some of the protestors try to get close to hear whats going on only to be rebuffed by police and the dragon riders. Some men in dark suits can be seen loitering at the edge of the crowd seemingly not doing anything but watching.

Dragons arrive in the Dalek empire within just half an hour having been sent from the Elybian airfields. They are not accompanied by any official but the Daleks are assured that their general will get a suitable welcome when they arrive in Alinor. The flight relatively comfortable with the dragons who are delivering them being a larger variety that carry small enclosed compartment with them so the passengers can have temperature control and a feeling of more stability while they ride. The convoy reaches Drakonaris late in the evening and the officials are escorted to hotel rooms where they can rest by Drakonarian diplomats.

The car slowly descends into the city the road winding around the caldera before eventually making it into the city proper. The commissar turns to the driver "drop us off at the cloudreach hotel" then he turns to the leaders. "You can stay there for the the duration of the conference."

"The attacks on Narba are just a beginning, they have declared war upon us that we didn't want. I do not think men like that are reasonable and should be put down like rabid dogs. As the king and the ambassador leave the ship, they see an envoy prepared for them. The ambassador looks a bit shocked, but the king isn't phased.

President Doga is ushered inside while the riders take off to return to their duties. As he enters an aide approaches him "The Premier is waiting in the Castellion room come I will take you to him." He leads President Doga down one of the many passage ways leading out of the central room and they walk down the hallway until they come to a door marked Castellion room. As they come inside there is a large table with seats arranged around it and at the far end of the table sits the Premier. He rises as President Doga enters "Mr President, its good to finally see you in person. Welcome to Drakonaris, I trust the crowds didn't give you too much trouble on your way here. Sit down with me the others will be here in a few minutes."

The city of Alinor is near the coast and distinctive from the air because it resides in the caldera of a massive volcano which seems to sit smack dab in the middle of the plains. As he descends the city comes into clearer view the metal and glass of modern buildings gleam in the sunlight and the grass on the grown buildings stands out against the grey of surrounding steel. They land in the central square but after the commotion of Anercia's entry comparatively not many have much to say about the GMR General who is lesser known of the Internationale leaders.

A reporter does approach him however putting the mic up to his mouth "People's General Rasmus as some would say the most hardline and radical of the Internationale members how does your approach to diplomacy differ from those of your fellows and what are your goals for this conference?"

You were supposed to only get asked the one about your goals but I suppose someone in the opposition payed someone off to let another reporter through too. Regardless you handled it well. I think its important that the internationale remains a dominant force on the world stage and the status quo benefits us so I want this body to be strong enough to prevent rogue nations from going on warmongering sprees. More than that it should be a vehicle for aid lifting nations up but making sure they know that it is the benevolence of the global community and Drakonaris that is making their rise into modernity possible. Even beyond practical goals the first official meeting between Internationale and OMDC nations is a momentous occasion in and of itself and I intend to take full advantage to understand where our fellow nations stand on the many issues that confront us."

After some deliberation, King Æthelweard II and Prime Minister Lord Thompson decide to both travel to Alinor for the international meeting. They travel on the King's personal cruiser, HMS Unconquerable, as a sign of respect and to show that the Brivenish government took the matter very seriously.

They see the sights of Drakonaris as they drive by hotels for tourists near the beach and the campuses of the great Drakonarian universities which dot the area surrounding the capital. As they make their way up the slopes of the mountain that holds the upper city of Alinor they see the industrial terrace farms jutting out from the mountain side and concealed but still somewhat noticeable from the ground anti aircraft batteries built into the rock faces.

They are driven into the city past the crowds of citizens and reporters and up the hanging gardens pyramid until they come to the palace of the people. Then they get out and head inside where Commissar Sharn awaits dismissing his deputy before escorting the visiting leaders to the Castellion room where the other leaders are already seated. As they enter Commissar Sharn Announces them "From the United Kingdom of Briven his majesty King Æthelweard II and Prime Minister Lord Thompson."

The premier rises from his seat again to greet the visiting leaders shaking their hands and bidding them welcome to the conference. He motions for them to take their seats and looks to them to see if they have anything to say before everything starts.

Their movements have been noticed by Drakonarian Security forces on their border, an exodus it seems of radical tribal militias. It supports our theory of mass recruiting attempts of foreign fighters into the country by a person of interest, Elandro Vasquez, a former tribal spiritual leader that appeared within the country two weeks before the Narba Mayoral Hall bombing. The intensity of their attacks have increased, mainly on military targets, with ambushes on the 3rd army's logistical routes.

On the Anarkist Movement, MP's from the Anarkist wing have been reported to be meeting with Antov Sutherland after his proposal to amend the constitution. The contents of the meetings are unknown but the ULF may try to garner support from them. Mr Antov is becoming a threat to our internal power and security, his financial support seem to come from foreign investors, their support will likely increase in the coming elections if we don't handle it.

The Premier looks around the table waiting to see who answers

then he looks down at his cup for a second slips a note out from under it and with one swift motion passes it under the table to President Doga

the note reads

"We know about Antov and the Scarlettans. Lets talk later."

"We've been making steady progress and have rolled out many of our reforms and economic plans, but however there are those who doubt our progress. I'm thinking about removing such barriers." He answered simply.

He looks up at the Premier and says "We had a training vessel go missing but we got in contact with them and currently have a ship going to get them." He takes out a knife with a modified handle with a dragon head and offers it to the Premier, "Do our nations friendship and cooperation" he smiles saying.

The Prime Minister and the rest of the delegation entered the meeting room. He introduced himself and decided to meet with the other leaders.

"Welcome!" The Premier says "We were just chatting before we start and discussing our nations situations. How are things going in Savonir? I admit despite our close territorial proximity I don't know too much about events in your nation"

The Prime Minister replied "It is fairly well in Savonir, as it is. Our government has enacted some legislation lately regarding the economy as well as updated magical regulations. There was an incident with a rogue mage being arrested yesterday in Savonir City. Our King remains in good health, and we will have elections in Arvistmath [October]."

"Thats exciting" the premier says "It seems like a lot of nation leaders are facing political tests at the moment within their own nations. We here in Drakonaris are working to build up capacity in our information technology industry following a new flood of raw material and we are trying to encourage new graduates to go into those fields. Meanwhile my second term as Premier and chairman of the central committee is coming to an end and I once again seek a swift reconfirmation for the next 5 years. That process should hopefully go smoothly but I suppose we will see" the Premier says keeping his tone light.

General Davros enters the meeting room accompanied by two imperal daleks. Davros approaches the other leaders while the other daleks stand by.

The last rider arrives near the entrance of the building where the conference is being held, before depositing its two passengers and flying away. The haggard Ciphagean Prime Minister along with his secretary hastily rushed in the building, briefly asked for directions, and barged in the meeting room. He hurriedly apologizes to the assembled delegates for his late behavior.

As the all the leaders settle into their seats and prepare to begin the conference the premier rises from his seat to address the table

"You all know why I have called you here. We around this table represent the leadership of some of the oldest and most powerful nations in Aelstun. We are members of the Internationale, OMDC or any number of smaller alliances which have been crafted in hopes of protecting ourselves from eachother or ensuring we have friends and allies should conflict arise. Now we must think beyond alliances to the whole of Aelstun. The assembly of nations is no more. It served its purpose in ages past but its strength has long since withered away with time and under the weight of newer forces that have come to shape our world. We cannot ignore the value of international cooperation however and with so many new nations declaring themselves to the world it is crucial that we as the older and more experienced nations stand as guides helping them join the world stage in a way that brings prosperity to all rather than promoting conflict. You are all here because on some level at least you believe in this goal and want it to be realized but the details, what we came here to determine, remain to be seen."

The Premier puts a piece of paper on the table and passes around pens.

President Doga was the first to rise and speak up, "We need a legislative body composed of two representatives from each member nation that will decide International Law and how to react to certain worldwide events. With each motion and proposal will be dictated by a simple majority."

A crystalline voice speaks up from a few seats down as the Uthrian delegate, Princess Ilona, twiddles with the pen given to her, "The royal house of the Uthrian Kingdom will support this motion. Equal representation will enable all voices to be heard and given the disparity of our nations," she looks down with slight embarrassment knowing her own nation's issues are numerous, "the equality offered would be gladly received. As a new nation recently declared to this world, we thank the President Doga and the nation of Jesrurix for their proposal."

"As for the organization, we should at least start with two assemblies: a General Assembly to include all nations, and a Security Council to deal with international security. The resolutions of the General Assembly should be non-binding except for internal procedures."

In elybia, hundreds of people are gathered to watch the execution of the assassin who murdered goldia. The crowd yells slurs and insult at the assassin before being silenced by the city sheriff. The sheriff then proceeds to read out loud

"You have been found guilty of treason, regicide and attempts to start a war with our neighbouring nation, briven. For these crimes, you have been sentenced to death. Do you have any last words?"

The assassin says

The sheriff says before the blade is dropped and the assassin's head fall into a bucket. The sheriff picks up the decapitated head and holds it up so everyone can see, causing the crowd to cheer

The people of Llobregat would like to state their exitances to the world in Aelstun. The "Nation" of Llobregat is an anarchy society with the government only controlling business/military goods. We strive for total freedom of the self. By having no private business, no courts, and no military there shall be nothing standing in the way for a citizen of Llobregat to pursue happiness! We wish for all other nations to respect Llobregat sovereignty.

"I support this system. As well, there should be a system by which the Security Council can decide upon territorial issues. Furthermore, I believe that the nations represented here would be the ideal candidates to form the core of the Security Council.

I also shall say that it is crucial that this body, the AUN as it were, should have channels by which nations can engage in diplomacy and trade negotiations with each other"
