The target, Singapore no2, has written an incredible 28 issues. That's extremely cool, they've spent so much time and effort contributing to this site in a tangible and permanent way. I think that in itself is extremely commendable. So there's the positive.
That being said, I'm leaning against. The proposal is extremely dull and uninteresting, which seems to be a consensus among the people who responded in the thread. All of whom were entirely ignored. I think that the target, who has spent a long time writing issues for the site and creating interesting narrative works, is done a great disservice by being given a reward that's so lazily and uninterestingly written. If you're going to reward someone for creative writing, I think it's a good idea to be creative yourself.
To give a better example than just a rant, let me provide a section from the proposal. As stated, the target has written 28 proposals, which is impressive. That gives anyone drafting a commendation the option to select their favourite five and weave those into the interesting narrative that all commendations/condemnations should be. But instead of that, the author has given a giant list and the lowest-effort summary:
I just find this incredibly boring and bad.
I also think it's a bad practice to push something through drafting when nearly every response is giving you the same negative feedback. Ignoring criticism just because you don't want to follow it is a bad way to go about things, and shouldn't be rewarded.
Hopefully someone comes along with a better commendation draft for Singapore no2, because this one isn't good enough for me to support. Voting against.

Repeating what I've said elsewhere: It is, like all issues-based commendations entirely uninspired and dull. But I'm not bothered enough to vote against it. Authoring a truck load of issues is adding to the site's content directly, and if that isn't commendable, I have no idea what is.
That said, I have to wonder whether Honeydew's resolutions are becoming increasingly a disservice to their nominee because they are so formulaic and dry. The content of this proposal is literally just listing issues that they've published. I would think this is a good idea to have in your doc notes for what to write about, but not for the actual content that's being submitted. I partially wonder whether Honeydew is aware of their character, their personality, has even studied the issues that they've written, because any amount of time doing that kind of research would also provide the narrative elements that makes a resolution interesting to read.
So I'm reaching a point where I feel increasingly like not supporting the efforts of an author that I'm not entirely convinced even cares for what they're writing about.
Basically I think that if you have a commendation or a condemnation in the corner of your nation screen (or on your region), you should be able to click on it and look at the stuff that got you there and think about it as a point of pride, not just get the shiny and imagine what it would be like if it were done well 😛
A lot of people seem to believe that just because a nominee is commendable/condemnable that such a resolution can only come to pass if the draft that's being discussed makes it happen. That isn't the case at all. I'm willing to vote against this particular proposal for it's issues of quality.

Not gonna quite cuz long post and Im lazy but I wholeheartedly agree with whats been said for Singapore No2. Super great NSer, 28 issues is absolutely awesome, definitely does deserve a commendation, and yet I too am against simply because the resolution is awful and the author failed to alleviate anyones concerns in the thread about just what were talking about now.

I agree with the takes on Singapore. Great commend target, but the commendation itself feels almost opportunistic with how uninspired the writing is. They deserve better.

As the result of this referendum the Councillor of World Assembly Affairs has been created. I presently recognise a vacancy in the Councillor of World Assembly Affairs; consequently, per RRS 11(e), I will be filling this position. The manner by which I choose to do so is a regular election which will begin at the time this message is posted.
Member States interested in the Councillor of World Assembly Affairs position have from this moment until the end of the day December 29th to announce their candidacy here in the RMB or in Cat Hall on the Discord Server. This isn't really fair. Yes, there was a consensus that it was dull, but I didn't ignore them (I responded to Prae's). It's just hard to fix something when you don't have any good ideas (emphasis on good i.e. not any of that Commend Nuremgard BS) and no one suggests any either (Prae also said this), even more especially so when it's an issue commendation and being a bit boring is the staple of those. I did want to try and improve my draft but I didn't know how. (And now I do, which is why I pulled the old one and put a new one on the forum).
I in fact did. It's also quite difficult when the style of Sing No2 is meme, song lyrics or RL Singapore references, which all would be difficult to implement for a variety of factors. I admire Sing No2 and I did read through a couple of forum posts.

Afternoon Refugian friends!! ^-^ I announced my candidacy for Councillor of WA Affairs on the discord, but I also want to announce here as well as talk a little bit about why Im going for it.
Im interested in WA affairs mostly because of previous experiences in other regions Ive been in, where WA has been ignored or taken over by a few opinions. Im a huge fan of the way Refugia discusses proposals here, where everyone can see those discussions and everyone can participate. And we have a lot of really really smart WA people here who consistently help folks form opinions and properly understand each proposal that goes through the WA.
But I think we could do even better. And thats why I was so in favor of having the WA councillor and why I want to try out the position now that it exists. I want to write information dispatches to even better help folks form an opinion, using mine and others opinions on the rmb. I want to take a look at every proposal and try to fully understand it so we can all discuss them well informed :) I want to give everyone an opportunity to get really into WA affairs, maybe we could even get a few WA authors among us someday. And I know Im definitely not the most qualified guy in the world for that, but I do want to try my best, and whoever wins, I think well really and truly improve WA affairs here, and on NS as a whole.

The short of it is that in this game there exist trading cards. These cards are all of the nations that existed at the time a snapshot is taken of the NationStates world. Players are often interested in collecting these cards for a variety of reasons, whether it's because they look nice, they have certain themes, they're valuable, or they're just other players that someone knows and likes.
Every time you answer an issue, there is a 20% chance of creating a pack of cards. You can keep those cards, sell them, or junk them to receive a small amount of card currency, called "bank". Some people use a variety of nations to answer issues pseudo-randomly in order to create card packs, and gift valuable ones back to their main account, or sell cards to themselves in order to functionally transfer bank to their main. However, if the game detects a card at auction, trading for well beyond what it's junk value is, it can insert that card into packs that are created around the same time that the auction is going, just to make some drama and give people the option to heist the transfer. That system is called the Trading Cards Anti-Laundering System, or TCALS.
If a nation ceases to exist, that nation's card will remain; however, that card becomes nearly impossible to collect through ordinary means. That said, if someone has a copy of the card they want, they can list the card for well above junk value in order to trigger that TCALS system to their advantage, functionally minting many of the desirable card. This situation is called a pull event, and many cards players will try to answer issues and open packs of cards to find these rare cards.
It was that pull event which was happening today to try and located Season 2 Drasnia, and Season 1 Queen Yuno.

Good evening, Refugia! As I stated in the regional Discord earlier today, I'm seeking the office of Councillor of World Assembly Affairs in the upcoming special election. I'd like to elaborate a little about this decision and what a Junitaki term as WA councillor would look like.
For the last couple months, I've been routinely leading discussions in this message board about upcoming and active World Assembly votes. Since this began, the level of discourse surrounding WA affairs has improved dramatically, and there's been a definite increase in the number of people participating and discussing resolutions. Additionally, Refugia has begun to be seen by outside forces as a locus of WA discussion, being cited in extraregional posts and seeing authors respond to our concerns. I say this not to take credit for this trend - WA engagement was already on the rise when these discussions began - but to highlight the positive trend throughout the region.
Regularly scrutinizing WA proposals and participating in debate over them has given me a lot of insight: into the WA process, the tendencies of authors, and particularly the types of subtle decisions and pitfalls which separate a great proposal from a poor one. I want to leverage that knowledge to continue to grow and improve Refugia's WA engagement and international influence for the betterment of WA law. To that end, my primary initiative would be the development and spread of Information for Voters (IFV) dispatches. An IFV dispatch is a regional statement on a current or upcoming WA vote, issued by the person or people tasked with following WA matters. It seeks to inform voters about the content and implications of resolutions, and possibly to provide a suggestion about how people might vote most responsibly. IFVs are regularly used by large regions such as the various Pacifics, and examples include this, from The North Pacific, and this, from The East Pacific.
I'm not impressed with the popular IFV formats I've seen. I think we as a region are capable of doing better, and if elected I intend to devote time to developing a more robust and informative style which could make the World Assembly less intimidating to newcomers. As a demonstration of my intent, I've created an initial model of a Refugia IFV dispatch, linked at the bottom of this post. Visually, it's obviously a rough draft - I'm really not a graphics person, and I also didn't want to give it the false impression of authority at this stage - but it contains researched, considered analysis of the next GA vote, the International Radio Standards Act. My hope is that this level of clarity in writing will demystify WA matters and get more Refugi involved. I also hope this can encourage more people to consider drafting their own resolutions, and will confer with the regional council on additional ways we can facilitate the cultivation of new authors and provide space for drafting and critique.
I wish Indimu and any other candidates the best, and look forward to seeing Refugia continue to grow under whoever wins.

Nations who are enrolled in the World Assembly and lived in Refugia for at least 7 days get "member state" status, and one of the perks of that is being able to vote in regional polls. The election will be open for voting to all member states, but not to residents who are not WA members.

Only member states can vote. After the candidacy declaration period is done, the vote will be put up on vote.calref.network. All member states (verified by Dot) will be able to vote at that time ^-^
To become a Member State, all you'll need to do is register for the World Assembly and have that WA-enrolled nation be in Refugia for seven days. Anyone who signs up for the WA now will be eligible to vote before the election has completed :)

Since I didn't know the usual font (and again, didn't want it to look more authoritative than it is right now), I went with something intentionally silly as a stopgap - it was between that and Comic Sans. I'd obviously coordinate the visual brand to match the region's in an un-unofficial dispatch.

Just a reminder, since we haven't really talked about it, that the International Radio Standards Act is at vote tomorrow morning. I'd usually do a forum writeup, but I already compiled all of my analysis in the handy IFV proof of concept which I'll relink below. In short, I think the IRSA is a really solidly written proposal with clear ideas, but do check it out for yourself and see if I've missed anything.

I have some concerns over this line from clause 3, maybe you can see what you think:
Would this registry include any person who operates some public or private establishment which is able to broadcast a wifi field over a long distance? As far as I am aware, those are valid radio transmissions. I'm not sure what the definition of long might be, and whether a two-way radio might be able to fit that description, but surely cell phones would.

Having now read through the proposal and the thread, I think it's a very solidly written proposal. This is of course granting that I have no expertise in the subject matter and probably couldn't spot an issue because of that. A lot of choices were adjusted and wording was tightened during the drafting phase, which I think is a really good sign.
Luca brings up a good question about the registry. I know that Araraukar brought up a question about phones and GPS in the thread, but the author only responded to it in terms of clause 2, not clause 3. But they did confirm that cell phones are covered under part of the proposal.
Outside that issue, however, I can't see anything particularly bad.

I guess cell phone (and GPS) frequencies don't historically interfere with other wavelengths so shouldn't cause disruption long range (unless I'm wrong, which is very possible).
And if they do, at least a phone contract would be an easy and pre-existing method for registry so would mean little extra admin in most cases.

I am in complete agreement and will be voting in favor of closure. The evidence I've seen is toxic enough on its own to warrant action, never mind whatever lurks beneath our knowledge. I'm really content with the effort of our envoys and Foreign Affairs Counsellor to be on the lookout for these kinds of things.

I don't know a lot about the details of cell phone signal technology, but I believe the reason they feel these wouldn't apply is that phones are only transmitting a signal to and from the nearest cell tower and not directly to another phone or satellite. It's unfortunate that "long distances" is undefined, but it's one of those things where RP variance really limits how specific you can be. Given that the regulatory structure of this comes from the WA by way of the IRA rather than leaving the determination to each nation, I don't think it's terribly exploitable.

I do like it, however, I personally find the colour combination to be a bit visually overwhelming-- staring at it for too long might warrant a headache. I suppose it's really up to what you're looking for, though. It certainly catches one's attention.
