Good morning, Vietnam Refugia! This week is going to be all about the death penalty. In light of the repeal of International Criminal Protocol, which we discussed here recently, it's now possible to further restrict the use of capital punishment. One such piece of legislation currently submitted is Imperium Anglorum's Death Penalty Ban.

What is?

This is pretty much what you'd expect. It bans the use of the death penalty. With one exception: "crimes under a military penal code committed during time of war." If this proposal passes, this will be the only time in which a death penalty may be handed down, and it leaves the door open for that to be banned as well in the future.

But why?

This is the part where I'd usually offer some analysis, but this is such an ideological issue that I really don't see a ton of room for discussion. If you're a fan of killing people as a form of justice, you won't like this. If you dislike the death penalty, this is for you. If you dislike the death penalty and wish for stronger legislation preventing it, this is still the best place to start and we can build on it later. If you're wondering, "But what about all that other stuff what just got repealed?", there are not one but two submissions prepared to address just that. It's possible one of them may reach quorum before this, in which case we'll discuss it shortly.

Yeah I basically agree with this. It's an ideological stance and it's one I agree with. I argued in the discussion over the repeal for the idea that the text of the repeal itself was quite bad. And the text of its replacement was also quite bad. Which I agreed with at the time. But I ended up voting for the repeal specifically because this proposal was being drafted. It would be silly for me to not follow through on that now.

Since then, I think the author of the repeal has done a fantastic job cleaning up his replacement draft, and I think it's going to be something I'll ultimately support (full disclosure, I voted to approve both this death penalty ban and the prisoners' rights replacement proposal to get into quorum).

I agree with the ideological argument Luca made above as well. I also would hope that, eventually, the holes left in this can be filled in as well. I'd like to see execution as a punishment for any crime outlawed. But there's no way that would pass right now, and I think this is a good step in the right direction. Voting in favour.

Since all my nations (as far as I know) ban capital punishment, I guess I'll vote For.

I'm glad my own IRL country does not practice it (we have sentenced only 1 person to death in Civil Court ever, and maybe 1 or 2 people in Court-Martials. Theoretically, we do have capital punishment for certain crimes).

As of now, we seem to have a big enough consensus against it. I hope it stays that way.

Agreed. And not only that, but the results of some issues just don't make sense... And other times, it's just a bit iffy. For instance, I just allowed the general public to use drones on public property, and this lowered my civil rights? Sure, there's the idea of public surveillance by the public, but does that really outweigh the addition of a new actual civil liberty? Someone could come to a completely different conclusion about the results of a decision than that issue's author, since such a thing is highly debatable... But I suppose it ultimately balances itself out due to an abundance of issues and authors.

You've taken away the right of your citizens to not have their personal airspace invaded by privately owned drones; not only that, but off-duty, or even undercover, police officers can totally use these drones for "innocuous" police surveillance. That seems perfectly valid to me.

I really only have that one for my main, I've grown used to recognizing the vast majority of issues. I slow down if it is an obviously new issue. I should turn it off one of these days but old habits die hard.

Reminds me of my bad luck with employment. Almost every choice I make, my employment stat goes down, and I'm conviced, like, two people are employed right now

The reason there haven't been more WA updates lately is because the death penalty issue is dominating discourse, and while I'm personally quite happy to see a death penalty ban go through with support, there's really nothing to discuss about it. For this reason, I didn't prepare an Information for Voters statement on the ban currently at vote, and I won't be preparing one for this proposal either.

Protecting Sapient Life is a follow up to Death Penalty Ban, which is currently set to be approved. Where DPB leaves an exception, allowing capital punishment for crimes under military penal codes, PSL bans the death penalty in all cases, full stop. It also prohibits deporting someone to a country where they could reasonably face death for a crime they're charged with.

We've had a couple of discussions about the overarching issue in this RMB previously. Most of us believe it's immoral to take someone's life in an attempt to find an abstract sense of justice. If you think that, this is good. If you don't think that, this is less good. I don't know what else there is to say. I guess if this passes, we'll have two resolutions on the books banning it, so it'll be a lot harder for someone to repeal in the future. That's kind of cool. I really just want to talk about literally anything else.

Just so you got any sort of response on this, I thought I'd chime in. I had approved this while it was in queue (which I don't usually do). I'm not usually on board with a lot of Tinhampton's proposal ideas or the things that she does- not because I dislike her as a person, just she has a very different politics in-game and outside the game from me- but this is absolutely something I want passed.

I'm glad that the original Death Penalty Ban didn't go all the way, because I'm still not sure a full ban will pass and I was just happy to get it partially banned. If this goes through, amazing! I really want a total ban on the ability of the state to just execute people. But if it doesn't, at least the framework for the original exists and we can try something later on.

There are a few issues regarding legalizing cannabis specifically, though the actual policy page will only record either "No Drugs" or "Leagalized Cannabis".
