I recommend voting in favour of the repeal of the convention on animal testing. As I said in the drafting thread for the repeal, I believe that:

"As far as I can tell, the target resolution allows for the treatment of animals to experience severe distress and harm - not in a malicious manner, or levels of harm and distress which are considered less than severe, such as "moderate", in a malicious manner. That's pretty yikes for an animal testing convention.

...

[A] lab is under no obligation to release any animals, for a test animal can always be killed in a non-cruel manner before reaching "former test animal" status. Because killing an animal is only restricted after it is discharged in clause 5, there's a financial incentive to find a "test" to kill it before then in order to save money and not be a makeshift animal shelter."

As regional delegate, I will still only vote to represent the internal report of how Member States are voting, this is just my personal opinion on this legislation.

I'm going to go ahead and call the next election cycle at this time.

From now until the end of the day Jan 2nd, I will be accepting candidacy for the Councillor of Foreign Affairs for Refugia, whose responsibilities are defined as management and maintenance of the travel portals within the region, foreign affairs and authority over embassies established to outside regions, diplomatic negotiations and foreign correspondence.

This term will last from the 7th of January to the 7th of May, 2020. The position is currently held by Subadent, who is eligible for re-election.

As the Councillor of Operations is currently deathly ill, the list of Member States who are legally able to vote and run for office is below:

Sorry for being quiet for a bit, everyone. After recently moving, I've been on a... less-than-stellar chromebook laptop and it's been hard to find the motivation to type up anything significant. But today was a very good day and I feel inspired.

Happy new year to everyone, I hope you're all excited and happy to be in 2020. Remembering where I was in 2010 is a bit of a trip, my life is entirely different!

Polis Diamonil, I wanted to let you know that I love your dispatches and hope you keep them up. They're very fun to read and I love that you're putting in all this effort. It's something I like looking at when I want to be more motivated to write up something new.

Vakoller, happy new year! Just keep working on that economy and you'll get there. You can look at mine to see that it's a bit of a slog to get somewhere when you start off low, but it's definitely possible.

Here's an update of things that are happening today.

Elections: No Member State emerged to challenge Subadent at his top notch job of Councillor of Foreign Affairs. Consequently, he will be re-elected for a full four month term. The next FA elections will be called in May.

World Assembly: Internal voting for the GA resolution Wartime Healthcare Protections is presently 8-0, so the delegate vote is For.

Internal voting for the SC resolution Commend Ramaeus by the radiant Xoriet is presently 3-0, so the delegate vote is For unless this changes.

That's kind of the creative part, who knows! The CoC can put together an idea that could be some collaborative project or competition. They can run polls, use the Coms permission to send regional telegrams, offsite CalRef resources...there are lots of different tools available and none of them carry strict requirements. It's just about being creative to make things that feel like us.

Recently, Sylh Alanor has been making periodic news posts about events that are happening in the region. And the law requires that the CoC make a periodic eco report to see how the region is doing with our ecological goals and how we can make things better in real life, I think that's the only hard demand right now.

Sorry I haven't been abundantly active lately. Moving has been a pain and I've been spending the last few days carrying things back to our new apartment. How has everyone else been lately?

I've been lately bothered by the potential that malign cooperation may be shaping geopolitics in an inscrutable manner as national governments learn more about how to manipulate fervent errors induced within their populations for the enrichment of critical industries and/or key supporters of government... It's because I'm politically obsessive that I can't put this game down, despite my occasional gripes about the quality of its writing. I'm afraid that oil-supplying nations may have found their national interest in encouraging hatreds between each other's peoples thereby to create apparent instabilities (or real instabilities of controllable scope) and to thereby fuel higher prices in their resource extraction sectors. Trade wars can be particularly malign forms of "internationalism" which aid their actors at the expense of the rest of the world while confusing the ability of the people to participate politically, this last being something that many of the nations involved would doubtless consider a positive.

My concerns do have a silver lining in that if I am right about the dynamics occurring out of sight, policies that parasitize oil dependencies also increase the economic incentive for transitioning away from oil dependencies. On that note, ongoing advances in battery technology continue to improve the economic advantage of electric cars, and solar power continues gaining ground. The national leadership of the NAACP has even begun trying to discourage local chapters from anti-environmentalist activism. If the disproportionate impacts from pollution can be ameliorated that will be good news for the long-term fate of egalitarianism in America. It seems only in recent years have people begun to fully appreciate the contribution of clean air and water upon the developmental potentials of populations. This also suggests that despite its already impressive development the US economy still has more 'runway' in decades to come as continued environmental work permits the fuller flourishing of populations not yet achieving their greatest potentials... although I hope more of that prosperity ends up held by the public, rather than by already-wealthy people who seem dedicated to spending their income upon sabotages against the economic potentials of the nations that they live in. The "upper classes" today seem beset by "leaders" who have a very poor grasp of the long-term consequences of their policy preferences.

The title is not the Guardian's best work, since Finland is not established within the text of the article to be planning any such thing, although I suspect they might be alluding to "plans" in the sense that I make "plans" in NationStates. I sometimes hold onto policy cards for a few days during which I use them to inspire the text of dispatches. It would be fair to say that it is something that Finland's government is contemplating in its plans, to which it has not committed. The content here (transitioning the economy towards four-day work weeks) is quite interesting. Companies around the world are experimenting with and learning about something that might constitute an unusually employee-friendly way to intensify productivity, which is the best kind of productivity intensification.

Ah, and... in local concerns... I'll note that while I hope Polis Diamonil will eventually participate in upholding the region's dedications to eco-friendliness, I will be profoundly reluctant to send this nation over 500 environmental beauty, despite regional targets. I just can't stand "animal attacks", as I suspect they represent some manner of outré extreme to this game's already vile insistence that environmental excellence would lead to losses in wilderness. That may fairly disqualify me from the Minister of Culture position.

It's the sort of positives and negatives that come from how the game was put together. You have a thousand people who have all written issues that were edited by diffrent editors over the course of some 17 years, and there's going to be a ton of inconsistencies, jokes that have aged very poorly or are overly insensitive, or things that are just glaringly inaccurate because they were written without first-hand experience in the thing that they're talking about.

The thing about this is that it's more of a cultural shift than it is a lack of technology of logistics. There are technologies that could be used in the US where everyone very easily has a viable electric vehicle for use in cities and personal cars that get 85mpg for people who do not, but regardless of any collusion between car and oil companies, mostly it doesn't seem to be what people want. They want Hummers and pickup trucks with ten billion horsepower so that they can drive from their suburban house to their lower middle class desk job and feel like they can have the appropriate ego trip on the road.

At the moment, I'm still rather of the mind that the best thing for the environment is to go out and do positive things, actively, in strong enough force that it normalises environmental issues not being political or that sympathising with them doesn't make you weak somehow. For everyone else's indifference, they need to break out of their own heads first.

There aren't any statistical limiters on what allows you to run for office, only that you're a WA nation who has been in the region for more than ten days. Though I would like to see you push above this limit in the future, I understand what would make you not want to.

For what it's worth, a lot of the elements of nationstates are just supposed to be silly. Whether your death rates are due to disappearance, suicide in prison, animal attacks, or lost in woods, there's always going to be something that's there to make it less serious. My nation is one that, in my RP of it, is made up of crippilingly pacifistic elves who put their environment and the happiness of others above themselves. And yet, because I haven't rolled the opportunity, I still have prisons and a military.

You can do a lot to mitigate some of the more annoying features that pop up, but you won't be able to craft the nation you want 100% except over the course of years (I believe).

Disgraced indicates that the nation was DEATd, meaning they were deleted by game moderators for gross violations of the rules, possibly running around trolling different regions. They also can't be refounded.

Lol I was actually unaware of that. I generally go by Valkyrie online, but one of the members of our community shortened it to Kyrie, which I have coopted. I like using my online names as puns when the opportunities arise. Things like kyrieous or sifnificant.

I would like to recommend everyone vote against the current proposal. It goes out of its way to make it legal for governments to spy on their citizens while only blocking businesses and private organisations. Furthermore, Marxist Germany is famous for submitting WA proposals that have excessive loopholes so that they look like they're doing something without actually regulating people's lives, making them fall in line with his more libertarian worldview.

I'll let this post make some more specific arguments. Essentially, the proposal isn't terrible, but it's far too vague to actually protect anyone.

For the record, I would like to remind all member states to vote in the poll we currently have going on! It's important, and participating in the regional government is the best way to make sure that your thoughts are heard and appreciated!

To acknowledge the telegram that Polis Diamonil sent out, I would like to say that you shouldn't just vote for me due to experience. I helped to craft what could be expected from the Culture Councillor position, but what I've done is by no means the only way to do the job. Polis would be amazing, because they're diligent and thorough in how they record things. The little tips and tricks over how to "run reports" (believe me it's not complicated in the least) would be shared with whoever won, and I'd simply run for the next open position, Ops!

I'm not sure what a threat is in the context of NationStates, but I don't think I have the temperament for threat assessment. I won't be standing for this election. I'll stand again for the next Culture election, and the next region-mail I send about it will probably be an attempt to persuade votes in my direction. BTW, if anyone wants me to use my telegram stamps in any particular way, feel free to send me a telegram.

I suffer latent paranoia. My attempts to correct this through conscious intervention into my own thought processes have produced a tendency to oscillate between too much and too little suspiciousness without clear self-insight as to which side of the pendulum I'm currently on. There's a history that produced that psychology, but I shouldn't talk about it. I've had both psychiatric consultation and brain scanning to prove the problem is sub-clinical, but I'd rather not bring it into this context.

P.S. Since talk of having brain scans in other contexts has tended to reveal other people interested in having brain scans, I have a tip for how to acquire them. If anyone who suffers tinnitus wants to own scans of their own brain, you can get an MRI to investigate the causes of tinnitus. Apparently tinnitus is usually still a mystery after MRI scanning, but very occasionally tinnitus is a sign of awful brain issues, so modern medicine considers it worth investigating. There's a silver lining to awful brain issues causing tinnitus, which is that those are the cases of tinnitus that can be corrected. With 12.5% estimated frequency of tinnitus in the population, Refugia's population of 91 nations suggests that this advice can probably assist 7 people in acquiring scans of their own brains. Ask for the images at the radiology clinic and you can get a DVD with software on it that lets you view them!

There are only two ways that stats are adjusted. The first is Issue options and the second is World Assembly GA resolutions if you are in the WA during the time which those pass. WA resolutions act like one-off issues that you take action on in your nation when they pass. The stats adjusted are related to the category the WA draft was filed in. Given that the Data Protection resolution just passed, that could be what you're seeing.

If you're interested in *very serious* attention to issue-related stats, you can look it up on the NS wiki, or use the Trotterdam database: http://www.mwq.dds.nl/ns/results/ Typically, stats are adjusted in line with what the game expects you to do. Do a lot of similar actions to polarise your nation and you'll get a number of smaller and smaller changes over time, but work into some top percentage badges. Do something that's very unlike what the game expects, and you'll get a larger jump.

Thank you friends for voting for me <3 I will do my best to continue growing the office of Councillor of Culture so that Polis Diamonil can win it and have a solid foundation next time around!

Some of the things I want to do with this term are to work with the community to set new environmental goals, so that future ecological reports have a solid direction in which to go! I would also like to collect more regional/national goings-on so that I might include them in cultural reports and work to grow a more solid and interwoven community among us. If we start having shared regional lore, I think that makes us all closer and better.

I'd also like to do a more frequent dispatch promoter/sampler. If people in the community, like me, are making silly and lore-filled dispatches to tell who they are and what they enjoy, then submit them to me! Share them here, or send them to me via telegram and I'll happily include them in future updates! I'd like to send one out every one or two weeks, or whenever I get five entries, whichever is sooner ^-^ so send them in and get yourself heard!

My latest Iss-Log includes something different! I wrote up a faction leader influence narrative for the log, and then... I clicked the wrong button on the issue screen. It then turned out that it wasn't actually very hard at all to work the other option into the narrative, so I left the faction leader influence narrative in, and decided that the allotments had surprised the faction-elected leaders of Polis Diamonil.

Filling a position in government is a fantastic way to grow your experience and influence on Nationstates, and looks great to nations from other regions who will be impressed as we will be impressed.

That reminds me, do we have any volunteers to be ambassadors to the following regions:

Canada, Forest, New West Indies, The Leftist Assembly, or Environmental Protection Council?

You would answer to Subadent if you accept an ambassadorship, but to summarise your duties you would maintain a presence in their region and just be friendly. They would know you were our ambassador so if they had questions about the region they would pass those along through you, and you would report them to Subadent.

I'm totally fine with handling one or two of these, but I want people who aren't currently involved to have the first choice <3

While I've taken some roleplay steps with Sylh Alanor, most of the policies I adopt and the language I use for it is in line with my real-life opinions on the best way to be. Part of that is absolutely a descriptivist approach to language :) even if that does make me a somewhat unpopular English major. I think that communicating your ideas effectively is more important than being perfect on the execution. In fact, I'd argue that going outside that box is when English begins showing its best qualities- the breadth of options for expressing any given feeling!

Also I'm going to recommend all WA nations in Refugia vote against on the current proposal at vote. Many concerns have been raised about this piece of potential legislation, but most centre around the fact that it's not at all ready for submission. The proposal was submitted without anyone thinking it was a good idea, and reached quorum due to a telegram campaign to get mindless votes from delegates.

This idea hasn't been workshopped to the point of having a point, let alone actually making any meaningful changes.

I'm going to vote in favor of it. It looks low-impact. As toothless as it is, it almost reads like a platform for subsequent legislation to be written atop it without necessitating its repeal. I read it as helping to establish a grounds for international cooperation on the establishment of the identities of people trafficked or killed across borders.

As for the WA resolution, I’m not a fan of how incomplete it is. The nation that submitted it seems relatively new, so I’m hoping all of this feedback will allow them to revise it and flesh it out so they can submit it another time (maybe under a different name). My current vote is against.
