Be safe, Suba! You're our friend and I'd hate to see you hurt. <3
I'm still abstaining from the GA vote on "Forensics Accord" because the internal vote is presently 4-4.
We're all thinking about you and your well-being, Suba. Take care of yourself.
Sylh Alanor
Inspired by some ??? musings in the Polis Diamonil Iss-Log, I wrote up something that is almost certainly not a description of progressivism and conservatism despite the original source of its inspiration, but instead contemplates the Is-Ought problem in sociopolitical organization. May it be of interest:
https://www.nationstates.net/page=dispatch/id=1307586
I want to write up another Incomplete Guide to the Factions of Polis Diamonil describing three ??? factions, but I only have two presently in mind. I had a third, but alas it flew away as soon as I sat down to the type up the dispatch. Can anyone recommend a ??? faction to exist in Polis Diamonil, being inscrutable to the chroniclers of the Vox Demos?
hi
Sylh Alanor, Virandon, Polis Diamonil
Hello, Aulivuel. Welcome to Refugia.
Sylh Alanor, Aulivuel
Hello new friend!
Post self-deleted by Mars-Miners.
Hi, welcome! How are you?
Post self-deleted by Mars-Miners.
Pretty good, just made a nice breakfast and some coffee. I've got some work to do today but I think it's a nice day for that work.
Mars-Miners
Post self-deleted by Mars-Miners.
Ooh, what kind of tea do you like? It's been stormy here as well, but the rain turned into snow for a couple days and is only just now starting to melt.
Mars-Miners
Post self-deleted by Mars-Miners.
I very much like snow! I think it's great, especially if you're inside for that day. But even walking around in the snow is nice. I also love black tea, we usually go for an Irish breakfast, though I'm also partial to a Scottish breakfast. I think it's great.
Mars-Miners
Hi Mars-Miners, welcome to Refugia. We're having potets this morning, so here are some complimentary potets

Post self-deleted by Mars-Miners.
The only difference as far as I can tell is the intensity of the different teas. English breakfast tea is a baseline, while Irish breakfast tea is stronger in flavour and caffeine level, and Scottish breakfast tea is even stronger than that.
Ultimately I think that Irish breakfast tea is the most pleasant, and only go for Scottish breakfast when I'm foregoing coffee in the morning.
Also your English is perfect :) don't worry about a thing.
Small official update today:
1) Chacapoya's term as Ops has ended, she has therefore been dismissed as Councillor. There will be no replacement as no member state has elected to be elected. So it goes. In the absence of an Ops Councillor, I have created a pinned a dispatch to the region board that shows who is a current Member State in the region.
2) The staff record dispatch for the region has been updated
3) Internal polling on the General Assembly Resolution "Forensics Accord" is now at 5-6, so the delegate vote will now be Against to represent this position.
4) I've updated the regional map files to include a new request from Elenaraghaenaris
https://www.nationstates.net/page=dispatch/id=1287372
Of course, that's one of the best times for them ^-^
Sylh Alanor, Melenavenia
Doublepost!
In the absence of an Ops election, I have written a revision proposal, seconded by Sylh Alanor to consolidate some text and make the job descriptions less intimidating and easier to read.
You can read the full text of the referendum here and vote in the poll at the top of the Refugia region page

Sylh Alanor
Hullo
Hi Pros Ush Tum, welcome :) how are you today?
Fine, also whats the policy on weed here
Sylh Alanor
We don't have any restrictions here on what you can do in your own countries. But the general premise of Refugia is liberal democratic values, so I'd say it's fine?
Sylh Alanor
When are the Calamity Refuge forums going to come back online?
Sylh Alanor
The forums will not be up again, or at least for the foreseeable future. I'm going to be discussing this more at length in the cultural update, which I'm currently writing up and which I expect to be posted by the end of today (Pacific Standard Time).
Something is going on in Polis Diamonil. <3
I'm giving the issues system one more draw to stop a policy from going through. It's just an RNG, right? So... it won't possibly draw an issue card that would stop me from playing the card I'm going to play next. Hahaha!
Refuge Isle, Sylh Alanor
And as promised, here's the cultural report.
https://www.nationstates.net/page=dispatch/id=1308129
Kavagrad, Refuge Isle, Polis Diamonil, Vakoller, Mars-Miners
Uwusberg and Wu Nation have been added to the regional map.
Since more than just Refuge Isle is worshiping the Zyqxuwy, I should probably write a dispatch on everything that is :p
Edit, if you are brand new to the game as of today and have no idea what you're doing and were also disappointed my How Does link was broken in the WFE, great news! The forum post it pointed to now directs to a dispatch of eerily similar wording, which is located here: https://www.nationstates.net/page=dispatch/id=1308524
Sylh Alanor
Farewell, Athidill, you will remain in my heart.
Narwhal, Sylh Alanor
Oh no! An important nation faded. I hope its creator is alright.
Sylh Alanor
That's kind of the thing with Áth, they come and go from time to time. Good kid, but likes to phase in and out of existence :P
Refuge Isle, Polis Diamonil, Vakoller
I'm thinking of doing a series of factbooks about Sylh Alanor. I've dreamed up this entire series of legends for them (not to mention giving them a language) and I think it would be neat to share that in its entirety. But that's also so much writing, so I'm nervous about diving in.
Refuge Isle, Polis Diamonil, Vakoller
Also an RSS amendment :3
Sylh Alanor, Vakoller
I think this week I can get ahead on a lot of reading, and then spend some spare time writing up the amendment so that it'll be ready and great.
Refuge Isle
Hopefully, you only have eleven days until I retire from being delegate :p
Sylh Alanor
🙏🙏🙏
I'm new to this game. Can someone explain to me what's the point of being in a region and other stuff? What should I do? What is the point of this game?
Refuge Isle, Sylh Alanor, Polis Diamonil, Melenavenia
Uwusberg I didn't expect to be in your factbook but I thought it was cool and fun! And Xanaya check out the help section. I'm sure other more experienced members might have additional tips and tricks I probably don't even know, but I know in Refugia one of our main focuses is the environment, so you want to focus on upping your environmental beauty and eco-friendliness. It's important to realize that many factors come into play and affect those two, so you have to factor in the possible impacts of all decisions that may or may not directly mention the environment. At least that is my understanding, please correct me someone if I'm wrong. Here is a link for you to the help section: https://www.nationstates.net/page=faq
Refuge Isle, Sylh Alanor, Polis Diamonil
Welcome! Fortunately, Refuge Isle has put together this little tutorial/explainer article to help new players learn a little more about this game.
https://www.nationstates.net/page=dispatch/id=1308524
As for the point, I guess it's the same as every game, the point is to have fun. You answer silly questions to shape the type of nation you want, and once that isn't interesting enough to hold your attention anymore you move over to start focusing on regional stuff.
Regions are sort of like social groups. This is a sort of forum and we have officers (moderators) that do different things. Refugia has started getting a little attention on the "world" (site) stage because Refuge has written world assembly proposals and interacted with other nations in the full NS forums, accessible on the bar to the left. We also have a map and monthly reports to read, accessible under the information box at the top of the page. You can submit ideas to add to those or write sections/editorials for them by contacting me!
There's a lot of depth to the game, as long as you're willing to find your niche and make it fun. If you have any more questions, as I'm sure I've left a lot out, please make sure to ask ^-^ I'm usually around to answer things quickly.
Refuge Isle, Polis Diamonil, Melenavenia
I've been pinged O.o
Mostly, NS has a lot of different activities and sub-communities within it. Some people play for the sake of writing resolutions on the WA General Assembly or Security Council, RP writing or factbook development, cards, inter-regional politics, getting into pointless arguments on the forum, or just talking on the RMB in the communities they've found. A lot of the game is just what you make it to be.
For me, I chose to make a nation about a community I grew up in. The settings I've made and the factbooks I've written are like a living embodiment of those ideas, so they're obviously very important and interesting to me.
Sylh Alanor, Melenavenia
I just wanted to share this brilliant piece of writing that unfortunately came too late to be put in the cultural report, but absolutely would have been part of it.
https://www.nationstates.net/nation=uwusberg/detail=factbook/id=1308187
Uwusberg, I love you, this was fantastic. I've read every one of your factbooks and loved all of them.
Melenavenia
P.S. This is Melenavenia's 2nd account that he keeps messing up on.
Sylh Alanor
Sylh Alanor Im glad you liked it. Honestly, it was just a low-effort meme, but then again, trans memes are pretty low-effort in general.
So uh, Im off to read all of your factbook posts now bye
Sylh Alanor
So I was reading through my stats and I noticed that four percent of my deaths were from people getting lost in the wilderness. Did I do anything to cause this or are my people just like that?
Sylh Alanor, Polis Diamonil
That's a good question. I think it's something related to the Environmental Beauty stat, but canceled out by something else?
In Refuge Isle, the majority of people get lost in the wilderness https://www.nationstates.net/nation=refuge_isle/detail=people
But weirdly, Ransium doesn't have as much of a problem with that despite being way ahead of me there https://www.nationstates.net/nation=ransium/detail=people
Sylh Alanor
Refuge Isle ok, thanks!
Sylh Alanor
We need to build zipline highways through the forests to fix the death by lost in the wilderness problem.
Sylh Alanor, Polis Diamonil
Damn, so long my friend.
Sylh Alanor
In one of my nations, it once happened that losses in wilderness went up despite no change in environmentalism. That co-occurred with a loss of scientific advancement.
Sylh Alanor
Is it possible that Ransium's average intelligence or scientific advancement is higher than yours, Refuge Isle, and that the two somehow play off of one another? I was thinking about that before reading Polis's comment, but that just sort of reinforced that hypothesis.
Uwusberg, I hope you liked those posts :P they're not nearly as funny as yours, I'm afraid.
Uwusberg
Hm, Ransium is in the top 100% of scientific advancement, that is to say the bottom 1%, so that observation is probably a coincidence.
Sylh Alanor
I feel your pain Licatia, 12% of my deaths also come from this...
Refuge Isle, Sylh Alanor
The cancer/lost in wilderness graphs seem to be 100% opposed to each other. If it were possible to retain the cancer graph at high environmental beauty, perhaps that would help somehow prevent losses in wilderness?
Perhaps it works like this: you need to somehow retain the kind of people who die of cancer, while improving your environment. Otherwise, the kind of people who use this game to try to build advertising profiles instead of governing theories will just go, "Oh, this isn't a profile of a kind of person likely to die of cancer. This is a profile of a kind of person who would die in the wilderness if they ever went exploring."
Refuge Isle, Sylh Alanor, The Independant State Of Stonerton
Time to force my citizens to smoke. I gotta keep those cancer rates up. It's for the good of the country.

Hi! So I'm just sending this quick TG to inform you that The Leftist Assembly has a diplomatic server which we'd like all ambassadors and regional leadership to join. I'm not sure if I've already sent out this message prior to now, but I just thought I'd be thorough!
Here's a link: https://discord.gg/jNyZFhB
Thank you for your time,

Thanks for the message. I can confirm that Dinraal has been dispatched to the server.
Let us know if there's any weirdness~

The most recent WA resolution bothers me. I'm tempted to drop a lot of telegram stamps on a campaign telegram. The price tag is not an issue; telegram stamps are not very expensive, and I would be quite happy to provide a few ten-dollars of non-ad-based support to this game's economy. Yet I feel like I would be opening up the spigots of chaos if I tried something as outré as telegramming every WA member nation. Ignore the cost: thinking solely of the social implications (attention to Refugia, attention to Polis Diamonil, attention to the issue itself), should I do it?
Sylh Alanor
In my experience, telegram campaigns don't actually influence people's opinions on a debate topic if they don't know you. In the case of 10000 Islands, it's my understanding that this causes them to vote against the will of the campaign regardless of the text of the measure it discusses.
In my opinion, if you want to exercise your influence on the topic, you can try your hand at arguing against it in the debate thread https://forum.nationstates.net/viewtopic.php?f=9&t=462183
Related: Since the GA internal voting is now 7-9, the regional vote is currently Against unless this changes.
Sylh Alanor, Polis Diamonil
Hm. I understand the problem with aiming too broadly then, but I might restrict the angle on the telegram to aim at just the WA delegates to more specifically target a population which has opted into the WA-based gameplay. Alternatively, perhaps I'll telegram a few of the nations which are partaking in the debate thread, which has the advantage of being an individualized interaction requiring no stamps and providing a better social interaction profile. I think I'll at least do that.
Refuge Isle
I know that you're trying to make good use of the stamps that you bought, and of course it's your prerogative how to use them. In my experience, they're most effective at bringing attention to something, like trying to get a WA proposal approved to a vote, recruitment telegrams to let people know that Refugia exists, trying to reach out to people who have certain cards to complete a collection, etc.
Mostly for WA issues, they try to pass on their own merit. In the case where it's on the fence, the best campaigning happens in the debate thread (where everyone sees it), in individual region's RMBs, or (and unfortunately more importantly), inside the internal debate threads in large regions.
For what it's worth, I'm personally For the resolution. I know and like the author, and I think that having any kind of drug involuntarily administered is a disrespect to a person's sapient rights. But since I also happen to be the delegate, I can't personally vote on behalf of myself besides counting my opinion in the internal poling.
SC Voting: Internal polling is now 2-6, so the delegate vote is Against unless this changes.
Polis Diamonil, Vakoller
I would like to draw the attention of the regional WA members to the thread, where Polis's concerns have been addressed. I believe the explanations given were adequate and allow for some change if circumstances require it. I have changed my vote to for, with particular thanks to Polis for addressing and airing their concerns so that we could get the further explanation ^-^
Polis Diamonil
What's the problem with the new WA resolution? I don't quite understand.
Technically, it should be "Diamonil's" concerns, as Polis is a descriptor. The address of my concerns being adequate, I've switched my vote to one in favor.
As A Clarification of Duties was passed, the Refugia Revised Statutes have been edited according to its provisions:
https://www.nationstates.net/nation=refuge_isle/detail=factbook/id=1200707
And as promised, here's the draft for my RRS amendment proposal outlining the role of WA delegate :P
https://www.nationstates.net/page=dispatch/id=1311289
Just to re-iterate for everyone, since we've had a lot of new people here lately, any member state can propose amendments to the Revised Statutes, not just Councillors or the Arch-Administrator! All you have to do, if you have any ideas about what should be added, is to write your dispatch in a similar fashion to the previous two links and link it in the RMB.
To get any particular amendment to vote, the petitioner requires a second. That just has to be another member state. So if any of you like what I've proposed adding, just comment in here tagging me (and possibly Refuge Isle as well) saying that you'll second the proposal, and then Refuge will move it to a vote :) simple as that!
Sylh Alanor Refuge Isle I'll second the new RRS proposal.
Refuge Isle, Sylh Alanor
Thanks friend <3
This should be able to go up for vote now, right? If it's in the best interests of the Arch-Administrator to leave some time for concerns/corrections, I'd be more than happy to allow a span for that lasting until approximately 14:00 GMT (which would be 6:00 for me).
Refuge Isle
Strictly speaking, it's your amendment proposal. If the requirements are fulfilled, it can go up for vote whenever you request it to.
Sylh Alanor
Then I suppose I'm prepared for it to be voted on ^-^ that way we can get you to the retirement you so richly deserve as soon as you like, lololol
Refuge Isle
( ́ ◕◞ε◟◕`)
I verify the requirements are met. The referendum will begin now and last the next seven days, per RRS 4(b).
Sylh Alanor
Hopefully this isn't inappropriate to ask here, but I don't feel like exploring the forums about it but do any of y'all have any market tips for trading cards? I've decided to get involved in that but I'm not 100% sure if I'm doing it right. (Just tell me if this message board should be designated to only regional discussion and I'll just delete it)
Refuge Isle, Sylh Alanor, Polis Diamonil
You can talk about whatever you like friendo, this is our own :p
Cards are great! At this point, I'm probably best known for making the Season 1 and Season 2 Ultra-Rare collections that try to catch every UR card.
https://www.nationstates.net/page=deck/collection=13267/nation=karen_matheson
https://www.nationstates.net/page=deck/collection=16676/nation=an_actual_hurricane
And then there's a few smaller collections that I've made here https://www.nationstates.net/page=deck/nation=refuge_isle
If you have any questions about cards, I'm happy to help ^-^
Sylh Alanor, Melenavenia
The cards are "international artwork" as far as I'm concerned, I'm only interested in them as a way of creating connection linkages and sharing concepts. They create permanent tracks between nations as they move from nation to nation, so it can be a friendly way to notice someone with a gift.
This place is sufficiently reliable in activity that I've been left wondering why there was a day of silence after I posted a beep box link, followed by someone commenting about a matter now removed after I removed it. Personally, I'm inclined to favor being cheerfully myself in public even without the openness granted by a matter now removed, so unless chintzy nonsense music tracks are considered an explicit breach of etiquette, links to such are quite likely to someday happen again. I've been producing more beep tracks. They're worthless at my skill level, but if I ever gather together a suitably themed set of them, I'll not be stopped from publishing an album. I will not however necessarily have to publish it here; I've another context which is a better audience for terrible music.
I think people hide too much of their experimentation, but I've no interest in being rude. If a matter now removed wasn't too rude to discuss, I think that means I should actually ask about whether sharing music tracks (at my skill level) is considered rude.
Melenavenia
Thanks for the offer of help. If I have any questions I'll ask you.
That's some really cool collections you showed. I'd be happy to help Karen Matheson and An Actual Hurricane finish your guy's ultra-rare collections if for some odd reason I either have one of the ones you 2 don't have or acquire it some how. I don't even know if you have to own them to have them in a collection, so if not disregard that part. 😅
Sylh Alanor
You do have to own the cards to have them in a collection :p
Are there any kinds of cards that you're interested in collecting in particular? There are a few tools and also some good collections out there already that can help you find cards.
If you're referring to the deleted comments yesterday, those referred to someone saying they were high in the RMB. That's something I don't think is particularly relevant to the region; I wouldn't over-analyze it too much.
Sylh Alanor, Melenavenia
If I were to try and make a collection it would probably be of everyone in Refugia, because why not.
Refuge Isle, Sylh Alanor

what's this I hear about cookies...
Refuge Isle
A great swathe of Polis Diamonil's social planning has just been junked by the weather, so to speak, as the gambling government of an ungambling people brought forth a flock that listened not to the advice they were receiving from the Voxuune, the Vayengul, the Lenqua, and the Seekers. Perhaps Lenqua's Legacy was ill-fit to operate on the level previously occupied by the Voice of Poverty, though it seems more likely that the loss of their lynchpin support from the Daughters of Teyzaw was what threw the future of the Threefold Contemplation entirely into question. Alas, for the Daughters! They fell from a voice of high sanctity and became a voice of incomprehensible secularism, lost in the buzzing of a new secular etiquette.
https://www.nationstates.net/page=dispatch/id=1312268
Refuge Isle
The Voxuune are now leading an internal affairs investigation. Well, at least, they're... vengefully volunteering to be the targets of an internal affairs investigation. It's a kind of leadership when it's done on purpose. Infiltration is kind of their thing.
The results will take some time to come in (but I already have a suitable issue card drawn). It's a good thing that Polis Diamonil takes care of the conditions in its prisons! A corrupted prison system - such as, perhaps, a vampiric one - would have prevented this little bit of turnabout. Fortunately, the right ears were perked at the right time.
Did you know that vampiric prison policies have been attempted in the real world? Arkansas did it. The result killed thousands of people whose only 'crime' was hemophilia, and I would expect that running such a corrupt operation contributed to a culture of neglect and tyranny in the prisons of Arkansas that lastingly elevated that state's crime rates. If I've sparked any curiosities, check out the documentary Factor 8: The Arkansas Prison Blood Scandal.
Relevant WA information, it looks like the GA resolution at vote, "Ban on the Involuntary Administration of Drugs" has been met with an official legality challenge from IA, which may hold enough weight for the GenSec to consider discarding the resolution due to a contradiction: https://forum.nationstates.net/viewtopic.php?f=9&t=480309
Additionally, enough challengers have appeared in the debate thread, that it would appear that the author no longer supports the text of the resolution as drafted. Internal Refugia polling is currently 8-13.

I see we're all very against commending "COE" from the Black Hawks but not all of us (or others just haven't voted). I'm very new to NationStates yet it was very clear to me that the Black Hawks and "COE" were against our values here in Refugia, and my own personal values so I voted against it. I recommend if you have not yet done so to do so, and if you have voted for it to change your vote to against. "COE" stands for "Crushing Our Enemies" and I don't believe that is the way we do things here.
