Victoria's great because, while it's still on the expensive side, it's so much cheaper than Vancouver, so you're getting a similar, albeit smaller, city experience without the same expense. Also there are flowers everywhere and people are generally nicer than on the mainland, at least in my experience.

Also living in a temperate rainforest climate is actually just the best :D

I wanted to give an update on why I'm recommending voting against the current GA resolution. It's really frustrating that all of these environmental resolutions have, to me, egregious oversights or loopholes. In this case, the proposal is attempting to police international waters, which it has been established the World Assembly cannot do. While the WA can police its members' actions in international waters, the proposal goes further into attempting to establish sanctuaries in those areas. It's not legal within the existing framework. I've quoted the relevant bit below.

"Establishes the Committee for the Preservation of Marine Environments (CPME) to oversee the protection of critical marine environments in international waters, with the following responsibilities:

identifying areas within international waters which would benefit from sanctuary designation due to said areas meeting any of the following conditions:

being critical to the survival and growth of a species due to serving as a major spawning, breeding, or feeding area;

serving as a habitat containing an exceptional level of biodiversity; or

containing a notable shipwreck or other site of high cultural or historical significance;

designating such areas as sanctuaries, and implementing and maintaining regulations in said areas to further the purpose for which said sanctuaries were designated;

compiling and maintaining a comprehensive report on the state and health of the marine environment within each sanctuary as applicable to the purpose for which that sanctuary was designated, to be available upon request to any member nation; and

ensuring that member nations are appraised of the regulations enacted within a sanctuary should they desire that information;"

I see where you're coming from on this, but I don't think the resolution is technically trying to control areas outside of member nations' territories, but more like what those nations' citizens do there. So it's sort of like, you go out on a field trip and the teacher says don't touch anything in this place we don't own, etc.

For me the issue with this resolution is that clause 1 says

"Defines "regulations" as reasonable restrictions on any of the following, for the purposes of this resolution:

the types and scale of fishing and other harvesting of marine organisms;

the dumping of waste;

access to tourists and the activities tourists may undertake; or

industrial activities, such as oil drilling and refinement;"

So "any" of these things can take place and the idea of "regulation" is satisfied. In clause 2(b), this might work because it's managed by a committee and typically the understanding is that WA committees are staffed by incorruptible gnomes that always do the right thing.

However, in clause 5 it states:

"Mandates that member nations implement regulations within areas of their territorial waters meeting the conditions outlined in section 2a of this resolution, to the extent reasonable and effective in those areas;"

So, that's a clause where a member nation is told to develop regulations regarding clause 1 over their territories. Alright, the definitions state that any of those could be happening, such as saying member nations citizens may only scuba dive in sanctuary areas between 4pm and 6pm, and then the sanctuary rules are good to go.

"reasonable and effective" means nothing in clause 5, imo, because it is reasonable that I enact restrictions on scuba diving hours and I am able to do so to in order to carry out my goals effectively (restricting scuba diving hours).

2b is the only area with a vague guidance, stating "to further the purpose for which said sanctuaries were designated;" and it does not have to apply here.

This is ultimately the reason I voted for The East Pacific to vote against.

So in looking up articles on the incoming storms there (stay safe, by the way, I imagine that sort of snap will be hard to acclimate to), I found something interesting. The high-pressure system that's caused the extreme heat for your area moved northwest as the low-pressure one came in from the arctic. They were talking about how it was going to keep moving until it got to southern Alaska... and the graphic accompanying it showed the heat centred right on top of us, lmao.

A number of the GCRs wanted to get the jump on this resolution by voting against early because a sticking point of this commendation is that Alti believes strongly in meritocracy, argued as a government style where competent and active people are appointed to positions of power rather than elected. Large regions with strong ideological commitments to democracy view this style as autocracy with a theoretical promise towards nepotism. Pre-Refugia, we also supported this ideology because it does allow for competent people to support a well-functioning machine. And Karma certainly demonstrates that working well in practice. The drawback is that it's very hard to bring about major reforms or some kind of revolution because power requires the endorsement of the establishment to provide.

Personally, I like Altino quite a lot and I'm entirely indifferent to the meritocracy controversy because of systems that I'm already used to, even if we don't use it here anymore. But I don't really find the arguments presented in the resolution to be compelling. TWPAF is functionally dead, receiving awards is not itself commendable (the acts behind them are), and staying in power in Osi is not really an achievement. All of these and more could have been resolved if the author had listened to feedback in drafting, but he did not.

For most of mine, I go kinda insane and use Adobe AfterEffects. I think Sylh Alanor uses paint.net

For some basic stuff, you can just toss some ideas together on PowerPoint to play with it and then save a selection as a picture and crop

I just made mine in a phone app called Logopit. After I made it I was given access to Photoshop and other Adobe programs through my school but I liked my current so I didn't do anything else.

I've found that if you start hard-focusing on a specific stat, you can get it up or down pretty quickly. So now that you're conscious of what you want to do, I think you'll start seeing results. The good news about the issues regarding crime is that both methods (extreme policing and extreme social policies) seem to work, just in different ways? If you want to maintain the left-leaning ideology for your country, though, I think one of those fits significantly better :P

In my nation in regards to crime (which is one of the lowest in NS at top 97%) I've tried to focus on preventing criminal behavior through social and welfare programs. I do have a sizable police force (top 11%) but I've never really focused on it to try and keep the crime rate down. If you don't want a HUGE police force to try and forcefully keep the crime rate down that is my recommendation through personal experience. It's worked out pretty well, I'm 3rd to last in crime in Refugia.

Yeah, there's a regional map for Refugia. If you want to get onto the map, join the World Assembly.
